16/11546/FULL/PP-05645778 Use of part of Marble Arch Island as a temporary theatre event space for a temporary period from 7th April 2017 to 6th December 2017, including installation of enclosed temporary theatrical production structure (with approximately 650 audience seats) associated structures and associated works.
Objection: The public space at Marble Arch, its use and its access to it is a long standing issue with significant problems requiring a significant coherent strategy and a comprehensive rethink. In the absence of this the merits or otherwise of temporary uses are hard to judge.

Objections on the basis of:

  1. Impact on traffic and pedestrian circulation.
  2. Inappropriate setting for a theatre and use of public open space.
  3. Relatively long period of temporary use (9 months).

No Objection: With reservations regarding the proposed infill behind the mews, the proposed excavation beneath the main house and mews, and the proposed linkage to the neighbouring building. These warrant careful scrutiny, and we hope that Westminster carefully review and apply their own policies in the interest of protecting the neighbouring residential amenity. KG: 10 January 2017

Objection:

  1. These are very poorly presented applications which give only a bare minimum of information making a proper assessment difficult.
  2. All of the above proposals are on busy stretches of footway. The ease with which people can walk here would be severely compromised if these new phone-boxes were permitted. We have been trying for years to remove street clutter in Westminster – these proposals add to it in a particularly undesirable way.
  3. We cannot work out why anyone would want to install telephone boxes in 2017, other than for something that we are not being told about. We cannot imagine why anyone would ever want to use these structures.
  4. The proposed structures are not at all well designed. They are crude, cheaply constructed and finished, and bear no relation to the context in which they sit.

Comment: The existing second floor plan appears to be missing. In its place is the existing fourth floor roof plan.

Whilst the Association appreciates that the proposal to upgrade plant is linked to medical use, due to the close proximity to residential accommodation we would urge the planning officer to seek assurances from the applicant that the noise assessment has been carried out according to best practice. Further, that the measures proposed, with regards to noise suppression from the plant, are adequate. Any uplift in noise from plant, above the current baseline, would be objected to by the Association. DM: 11 January 2017

16/10759/FULL/PP-05601954 Use of 80 public car parking spaces at part of basement level 3 as self storage (Class B8).
Objection: There are significant local concerns over the misuse of the vehicle deliveries to the existing facility which are not in accordance with the approved Traffic Management Plan.

The flouting of the existing vehicle management plan already causes:-

  • Noise and petrol fume pollution with oversize delivery trucks entering the vicinity
  • Noise pollution from trolleys to serve oversize trucks that cannot enter the carpark and remain outside on Queen Anne Mews
  • Noise pollution activity outside permitted storage hours
  • Health and safety risk with car park exit being blocked by over-size trucks

To increase the facility further will only exacerbate the existing problems. No expansion should be approved until they have demonstrated sufficient regard for local neighbours, which currently they do not. LT: 13 January 2017
