Planning

Westminster City Council consults us on every planning application for the area, approximately 1,000 applications annually.  We encourage all developers to engage with us at the earliest opportunity before any pre-application meetings.  We ask that developers and owners give careful regard to the impact their proposal will have not only on the historical or architectural interest of the building, but also on the environment, streetscape and the amenity of neighbours. Generally, we do not object to proposals which have architectural merit, where materials and detailed design take into account and enrich original features and are in proportion to the existing building and streetscape.  See our planning guidelines.

If you disapprove of any development application, please read our guide to objecting effectively.It is important that you make your views known directly to Westminster City Council, as it is they who determine all planning applications.

Traffic and City Management

Bond Street Station Upgrade

TfL has unveiled the completed £300 million upgrade of Bond Street Tube station. The new entrance on Marylebone Lane on the north side of Oxford Street also provides step-free access for the first time at the station. Other benefits of the upgrade include a new spacious ticket hall with five new ticket gates, two new escalators, four lifts and two new interchange tunnels.

20 mph Speed Limit Trial Starts

Motorists please note that Westminster has begun trials of 20mph speed limits around some 40 schools and 2 residential areas. In Marylebone, the areas involved are between Edgware Road and Gloucester Place and at the north end of Marylebone High Street. EV Lamp-post charging  

Dozens of Marylebone's lamp-posts have been fitted with electric car chargers by Berlin company Ubitricity. Concerns about additional 'street clutter' created by installing regular chargers has been one of the hurdles preventing more widespread electric car adoption. The points draw on the same energy supply as the lamppost and charging costs are recorded by the smart charger attached to the charging cable. The system has been designed for low-power charging for local residents and workers without access to off-street parking. Contact the Low Emissions Neighbourhood for further details.

Switch off #DontBeIdle 

Did you know that by simply turning off your engine you can help to reduce asthma, heart disease and lung cancer? Car Idling contributes to premature deaths and health issues in Marylebone.  If everyone makes a small change, it will help make a BIG difference. Your car idling produces up to 150 balloons of emissions containing harmful chemicals like cyanide, NOx and PM2.5 every minute.  'Air Marshals' patrolling Westminster can now issue motorists with an £80 Penalty Charge Notice if they leave their engines idling when they park up. Air marshals will target delivery drivers, taxis and members of the public who fail to turn their engines off when they pull to the side of the road if they refuse to do so they will be fined.  Please sign the pledge today to support the #DontBeIdle campaign. info.westminster.gov.uk/dontbeidle

Licensing

The Marylebone Association’s Licensing Sub-Committee monitors applications for new and modified licenses within Marylebone. We try and negotiate with businesses to reduce their impact on residents These may include the licensing hours, the management of customers, or asking for other conditions, such as servicing times. We rely on your feedback to alert us to any licensing issues.

Our objective remains to ensure that the needs of residents are fully met during all hours, ensuring that Marylebone continues to be a great place to live. Commercial businesses may have other needs in order to sustain viable business, but it’s our goal to ensure that all parties’ needs are satisfied as far as possible.

Noise is one of the major issues, both during and outside of licensed hours. We emphasise that the “Noise Team” at Westminster is waiting for your Phone calls 24 hours a day (0207 641 2000). We urge residents to call the team as soon as the noise begins, as this gives an officer the best chance of witnessing the disturbance for themselves. Every call is logged, including anonymous ones, and eventually they could lead to a review of the license in question

It is preferable however to deal with potential nuisance at the time of licensing rather than filing complaints once the nuisance is experienced.

There appears to be a trend towards later licensing hours, and larger premises. This, with late customer departures and later deliveries and collections has the potential to cause serious disturbance, particularly during the Summer.

We also find many complaints generated by Shisha smoking cafes (Which do not require a license.) This makes enforcement regarding noise issues more difficult

The same principle applies-if the activity creates a nuisance, a complaint should be made to the Council, and this will be passed on to the enforcement team.

Business Liaison

The Business Liaison Committee exists to promote and support the interests of Business Members within the Marylebone Association.

Currently, we are seeking to rebuild Business membership, post pandemic, with both previous members and those who are new to the area.

Committee activity includes, the provision of a monthly newsletter, containing a wealth of news and up to date information. New business members can provide copy for an article in the Newsletter when joining. Members are also able to publicise special events or promotions in the Newsletter.

The Association has a role as a statutory consultee with the City of Westminster, on matters of planning, licensing, traffic and city management, public realm and law-and -order in Marylebone, and can therefore act as a channel to communicate the views of Business members.

As an organisation, we arrange regular social events listed in the newsletter. Business members are always welcome to attend, providing an opportunity to meet with our local resident members.

In addition, the Association organises occasional specific business member events (Hosted by one of our business members) providing a valuable networking opportunity.

Committee Business Liaison

Police Liaison

The Marylebone Association’s Police Liaison meets regularly with local Metropolitan Police Service (MPS) officers to identify crime and disorder problems, impacting our members and the community.

The Liaison listens to the concerns of Marylebone Association members, and works with officers to address these concerns, and to improve the quality of life in the community.

Establishing and maintaining communication is achieved through a variety of meetings and events such as Cuppa with a Copper, held periodically at the Marylebone Farmer’s Market.

The Liaison also represents the Association at key MPS chaired events, such as the quarterly Safer Neighbourhood Panel.  Marylebone High St. Ward meetings.

Marylebone has historically been a safe and diverse community.Our efforts are aimed at maintaining this situation in today’s changing environment.

Families

We recognise that Families are at the heart of sustaining our vibrant and thriving Marylebone village community. The role of the Families representative within the Marylebone Association Committee is to champion the needs and wishes of resident parents and children

INFLUENCING A NEW VISION FOR FAMILY LIFE IN MARYLEBONE

We try to shape and influence new projects underway to positively impact the quality of family life here.  Recent examples include: the Upgrade and refurbishment of Seymour Leisure Centre, a vision for the Redevelopment of Paddington Street Gardens North and South, and ideas for the best use of Marylebone Square community space.

ENGAGEMENT WITH SCHOOLS, RESIDENTS AND FAMILIES

We meet with local School heads and parents, to understand needs and aspirations of local families. We run resident vox pops on key local issues, and engage in active listening, on what is working /not working for families in the area. We take the opportunity to speak to residents at weekends through our stand at the Farmers Market, and at key village calendar events such as the Marylebone Summer Festival and Christmas Lights.

FINDING CONNECTIONS BETWEEN BUSINESS and FAMILY INTERESTS

At the last count, there are 8 primary and 11 secondary schools in Marylebone, serving both local children and families who travel into the area. We raise this with the local Business Improvement Districts as an opportunity for businesses to engage with families to re-purpose office space, and/or set up new businesses or product lines within existing businesses

COLLABORATION WITH MARYLEBONE MUMS AND DADS GROUP

The Marylebone Association regularly liaises with the Marylebone Mums & Dads group which continues to be active, with over 3000 members on Facebook and approx.300 members on the Telegram group chat. The group is a supportive and friendly community, that welcomes parents and carers: offering advice, recommendations and information sharing-anything from babies’ development to family support, and child friendly eating places in Marylebone.

Social Activities

We organise a wide range of social events throughout the year, with both residential and business members welcome to attend THE BOOK CLUB, meets in a local pub every month, to review and discuss books chosen by members. THE SCRABBLE CLUB also meets twice a month in a local pub, boards and dictionaries are provided!  It is open to members of all levels of ability and experience.

There is a PUB EVENING every month, which alternates between two local Pubs. The COFFEE MORNING, takes place once every two months, in a variety of local establishments with coffee and pastries provided.

In addition, there is a wide range of ONE-OFF EVENTS, which have proved very popular.

These include an ANNUAL DRINKS PARTY held in January. For the last few years, the venue has been The Oriental Club in Stratford place. The event is frequently overbooked!

A popular part of the social calendar are the DINNERS, organised in local restaurants, providing a wide range of venues and differing cuisines, and frequently at discounted prices.

We also have a SUMMER WINE TASTING LUNCHEON in August each year, and a CHRISTMAS AFTERNOON TEA in December, held at the Wallace Collection.

Finally, the is a range of VISITS and TOURS to local places of interest, usually with our own guides, and TALKS and GUIDED WALKS throughout the year.

The Association aims to offer something for everyone in this area, in which we are fortunate to live and work.
